Program Establishment

To ensure the achievement of national military security objectives, under the rational allocation of defense budgets, the guidance of defense planning serves as the framework for the development and restructuring of military forces by various branches. All types of naval forces must be included in the ten-year military construction plan and gradually implemented within the five-year force restructuring plan.

The allocation of defense budgets primarily follows a five-year administrative plan, divided into personnel maintenance, operational maintenance, and military investment. Military investment, due to its high uncertainty and significant risks, once decided, has far-reaching implications. Therefore, the establishment process requires comprehensive consideration and meticulous planning.

Classification of Program Establishment

  1. Major Weapon Systems and Equipment: Including military aircraft, naval vessels, missile systems, tanks, and armored vehicles.
  2. Combat Support Systems and Equipment: Including psychological warfare, command, control, communications, electronics, special information (such as operations, intelligence, medical), etc.
  3. General Information Systems and Equipment: Including various types of hardware and peripheral facilities such as management information systems.
  4. Military Engineering: Including various military facility construction projects (other than general logistics engineering facilities).
  5. Weapon System Research and Development (Production): Including forward-looking research, defense professional technology research (including key technology development), preliminary system development, system engineering development, etc.
  6. Testing: Including initial operational testing and evaluation during the "engineering development stage" before mass production; subsequent operational testing and evaluation during the "production deployment stage."
